I worked with Nilo for many years at the Department of Social Services. We helped provide home care services for elderly and disabled adults and children on Medicaid in Westchester County, New York. Later he went on to work for Child Welfare services. Nilo was a dedicated public servant, very smart, caring and a leader. He loved to speak about his family, his country US or Ecuador. He was very proud of his children and their accomplishments and his experiences with the US Navy.
Here's kind of a funny story: Nilo was promoted to Senior Caseworker in child welfare but they agreed not to send him to Child Protective Services (CPS) because of the overtime demands that he couldn't commit to at the time. Within one month they transferred him against their agreement to CPS; he objected. The head of Human Resources the late Kathy Ide sided with Nilo and transferred him back to us in home care, letting him keep his promotion! Then they changed the rules so that if you were promoted to Senior Caseworker you had to go wherever they wanted you to go. We called it Nilo's Law!
We're glad he was able to retire and so sorry to learn of his passing. Our best to the family. He'll be missed and remains in our hearts.

My deepest condolences to your family. I'm so sorry to hear of his passing. I met Nilo over 15 years ago when I first started at the County. He was a great unit member and friend who did not hesitate to lend a helping hand or give some well-needed advice. Not a day passed that he didn't make some kind of joke/remark that would make me smile, even if it was in between some kind of political grunting :) A great man, and very proud father!

Nilo was a great friend. Though I only came to know him within the short years I have been working for Westchester County, during his last few months before retirement we worked closely together as he trained me for some of his duties I was taking over. Not one day past that he did not make me smile....gave me some positive advice, and told me that none of this work is more important that time with your own family. His daily jokes will be truly missed. Thank you for befriending me Nilo.

Our primo Nilo was not just a primo, but a brother to us. We grew up together in Ecuador, and when we came to the United States our bond and our love has kept us together even though we resided in different locations. Our memories of him are precious, and even though our hearts are saddened by his departure, we know he has gone home to rest with him who has suffered for us all that we might have life eternal. We all unite our prayers for him and for you, his dear family. May God bless you and find comfort in the knowledge that families are forever.
With much love, until we meet again

Uncle Nilo lived his life like a song and dance; so rejoice his life with pride and joy. He always worked hard to succeed, and played his life like a winner; so work hard, play his game, and you too can be a Champion. He persevered through life’s challenges; so let us face our everyday challenges as well as he did; full speed ahead. He served his Country, serving in the US Navy with honor and sacrificing for the greater good; so praise those sacrifices and salute him for his courage. He offered unconditional love of family...so cherish it, and live life with all the love you have as he did so eloquently. All his attributes are life's lessons that I have learned and that we all should continue to learn from such a remarkable man. Always admired; never forgotten - Tio Nilo, con mucho respecto y carino - Rest in Peace.
Very Respectfully,
La familia Marchan

Nilo was my friend. I came to know him through my work in the Child Support office of the Westchester County Department of Social Services. He was assigned by his superiors to assist us on a project to recover unpaid support in foster care cases. His help was invaluable. He was a dedicated public servant who eased the lives of many struggling people. He left a legacy to be proud of.
My condolences to his family and friends. May his memory be for a blessing.

Nilo was my friend in and outside of DSS. He was my lunch buddy and my driver many times. He picked me up at home and drove me to work every time I had no car and brought me home. He shared many good times in my home and brought his wife’s famous ceviche. Nilo was a very strong man. He had faith in Gods ways. Nilo was quiet but outspoken when it mattered most. He was a beautiful soul. I will forever miss him and miss our talks from time to time and our impromptu messages to catch up. My deepest condolences to the family. Grace and family, Know that you always have a friend in me if you ever need me.
